This does not work for me. Tried it so many times. Frustrated with it. I press X. Press up on my D pad to highlight the thank you emote. It does ithe action but no achievement. Am I doing something wrong?

You can get this one by using the thank emote to an NPC after you've talked to them. You need to equip the emote at an atelier.

The Thank emote is available to all players from the start of the game and can be added to your emote wheel by editing it. Now, speak to any NPC and after completing the conversation, use the Thank emote before walking away.
