You can only scan this distance with the third spyglass (2X zoom). After I crafted it I sailed with the spyglass out until something came into view at 2x zoom and it popped.

I've literally scanned stuff at 1700m and achievement won't pop

In order to scan an object from 1400m+, you need to upgrade your spyglass. The Spyglass III is the one that you want; it lets you scan objects up to 1500m+, so that’s more than enough. In order to get the Spyglass III, you need to speak to the carpenter at Sainte-Anne.
As you can see, at that point in the game, I didn’t have the materials or the Infamy rank necessary. You need to reach Marauder I rank in order to be able to craft the Spyglass III. If you want to raise your Infamy rank, then you need to complete contracts, discover new locations and treasure, and also compete in world events – you need to play Skull and Bones, basically. Once you have the Marauder I rank, talk to the carpenter and craft the Spyglass III. Now all you need to do is set sail, press
to bring up your Syglass, and train it on a distant object. Once you do, providing the object is at 1400m+ range, this trophy will then unlock.
