How to unlock the Full House achievement in Sky Force Reloaded - Definitive Guide
This is more of a note and less of a great full solution. By the time I reached a few cards left, I was tired of searching. It's a pain (especially when a card that drops is just a time based one). While the Ace of Spades can help, it's frustrating at times with the One Hit KO on it. Therefore, I'd recommend the following:
1) Have all ship upgrades purchased
2) Have some stars saved up
3) Use the Radar on the cards page (you don't need to go up to 60%, but it's up to how much you want to spend)
4) If the card is in the sweep range, then you will get a notification of the level and difficulty
5) Play the level, find the card, and complete it to add it to your collection.
I did this for the last few and felt it was worth it to save a decent amount of time.

I managed to do this relatively quickly, once I got the Ace of Spades ship opened up. Since the temporary buff cards drop more readily, I recommend running a level you can rack up plenty of stars on repeatedly until you pick up one of the 6 temp cards.
Once you do, if you manage to get another card to drop in the 15 minutes you have with the temp card, you'll automatically land a permanent buff card. So, if you have the stars, use the Card Radar AFTER you get the temp card. Then you can locate the level where the permanent buff card is hiding, and use a more durable ship than the Ace of Spade to knock out the level.

I managed to get 20 of the 24 cards pretty quickly after starting the game just by playing the radar. The radar is blocked to me now, which I think means I'm not far enough into the game yet (stage 9 is the highest I've unlocked, purposefully stopped going further to see if I could get all cards... well almost :P). This did let me get most of the cards out of the way on the easy 'normal' levels (because I simply haven't unlocked hard and insane yet).
There are some tricks to the radar that if you get them down will let you land it almost every time. First off, the thing to note is that when you hit the button to stop spinning, it will actually stop 180 degrees from where you clicked (so straight across). When it's spinning at top speed it's way too hard to actually aim that (for me at least), but you can do the following:
Before you start the radar, you already see some cards blipping on it. However, they disappear once the radar moves away too far so you can't just start it and immediately stop it when it's across from that card. But with some practice you can start it shortly after it passes a card, and then stop it when it's across from that card (before it's at full speed).
So for example, imagine the radar is a clock face. If you see a card at 12 o'clock, start scanning when the radar line is at 2 o'clock, and immediately stop it when it's at 6 o'clock.
How accurate you can be determines how much you need to spend per spin. I usually set it to 18% and can usually get a card on the first try. If you can't get it down though, what you can try is to do a spin and then when you fail, start mashing the a button so as soon as possible you will start the scan and immediately stop it again. In my experience about 80% of the time that let me find a card on the second try.
Of course if like me you are doing this while still on the easy normal levels, you'll need some way to farm enough stars to fuel the radar. Enter stage 5. That's the one stage I got up to insane because it's not dependant on your weapon levels. A perfect run (which imho really isn't that hard) will net you 1336 stars and it's really short. Once you can complete that it's easy to get more than enough stars to fuel the radar.

Cards appear randomly throughout different levels, but there are several ways to increase the chance of them appearing.
- assemble the “Ace of Spades” plane and fly it
- we find a temporary card that increases the likelihood of cards appearing and is valid for 15 minutes
- we put the engineer with luck

There is also a radar that, for a small monetary star investment, indicates the level and difficulty at which the card is detected. The radar coverage area can be increased by moving the stick up and down

My way of getting cards: farm 3 missions with the ace of spades and a technician for luck. Requires an investment of time, but does not require spending stars on the radar.
On the 3rd mission there is a huge pile of boxes, which with a high probability will give a temporary card to the level (with the Ace of Spades and the Technician for luck, this chance tends to 100%; in 5 hours of farming, I only lost a card on the level 3 times). It doesn’t matter what kind of temporary card it is - after 15 minutes of its validity, the chance of getting a normal, permanent card increases to almost the same 100%. In 15 minutes of a temporary card, you will go through level 3 3 times, receiving a card for each passage. After the temporary card expires, another temporary card will come across you at the stage again, and everything will be all over again.
5 hours of farming and all the cards are collected. As a bonus - a bunch of collected stars for all kinds of upgrades.
The only limitation is 4 final cards. At a certain point, cards will stop falling at level 3 (and the ability to search for them will be blocked in the radar). The fact is that the last 4 cards can only be collected after completing the game to level 12. Well, here again everything is simple: go through the game to level 12 and return to level 3 to farm the remaining 4 cards.

My advice is not to go through level 13 until you have collected all the cards. In this case, you will have to receive cards at the most insane difficulty level. And if you pass, the “nightmare” difficulty level will appear and you will have to go through it to get cards.
