This can be obtained during mission 3. Next to the crazy gold course will be an arcade with 4 Skee-Ball machines attached to each other. You need to land a ball into the goal in each machine, to do this pick up a ball with 
aim down at the start of the lane and press again. This might take a few tries but repeat it in each lane until the lights above all machines are flashing.
