During mission 7 you will come to a Ferris Wheel on top of a hill, next tot this will be a shooting gallery operated by a rat. Use the switch next to the rat with

If you are struggling with accuracy, you can jump over the counter and shoot them as close as you like :)

Just to add one detail: you must shoot every cardboard target that appears, not just that ones that seem like "bad guys".
