According to the game, I am missing the Somersault Cloud, which is a DLC vehicle. This content was not given to me at the start of the game and no store offers it. So I am essentially screwed when it comes to this achievement, thanks to this glitch.
Anyone else intending to start this game should consider researching what cars should be in your garage as DLC from the start of the game, so you don't complete it 100% and realize one vehicle has not appeared properly.

I found myself in the same situation, however I can confirm that the Somersault Cloud isn't needed for this achievement, as it's just unlocked for me, while that bike still isn't showing in my list.

Leave this achievement until the end of the game or until you Reach face level 10 and acquire the Dai lo horde which gives a 40% discount on vehicles. I can confirm that the Master negotiater outfit stacks with the Dai Lo discount upgrade. For example a vehicle which cost 90k with the 40% discount upgrade was reduced to 67k when the master negotiate suit was worn. This is a vast saving.

Just to give a more accurate (albeit still ballpark) figure, I can confirm it will cost around $3.1 million to obtain all vehicles with both the 40% discount from being face level 10 and the 15% discount from the master negotiator clothing set (all 3 pieces of which can be found at the lone clothing store in the Kennedy Town area.) I had $3,626,000 before buying all cars with both discounts active and ended up with somewhere in the $550,000 range after purchasing the vehicles from all 4 dealerships (I reloaded my save afterwards to keep from losing my money which is why I don't have the exact cost of all vehicles.)
As an added tip, completing all of Tran's missions after you unlock them through the main story will leave you with a decent amount more than the ~$3.1 million needed (provided you don't damage the cars too much.)

The cost of obtaining all vehicles is variable depending upon which upgrades you have when purchasing the vehicles. All car dealerships get marked on the map once you complete a few of the starting missions. I would suggest holding off on buying most of the vehicles until you have obtained face level 10, which gives you a 40% discount on all clothing and vehicles.
