Can confirm achievement pops on second playthrough if it doesn’t appear on the first try. Make sure to save before the second to last mission “Elections”.

Aargh. Didn't unlock for me and my most recent save is ages ago.

This achievement didn't unlock for me the first time around... Attempting to replay the mission didn't work and neither did loading a save before the penultimate mission...

What did finally work was restarting the game and then loading up a save I had made after beating the penultimate mission. Continuing on with the game and beating Big Smile Lee this time around unlocked the achievement after all the cutscenes were over and I was in control once more.

To avoid this happening to anyone, I highly suggest making saves before unlocking various achievements so you don't risk losing too much progress if you are forced to reload a save to try again.
