You can actually get this achievement during the first few missions at the Night Market. I just grabbed those thugs and had them smashed into telephone boxes, speakers, dumpsters, and so forth.

Grapple an enemy and either run them (hold X) or move them then press O near an object highlighted in red to perform an environment kill.
