I would just like to add my experience getting this achievement on the Xbox One version of the game.
I found that you indeed do need to buy all the DLC outfits to get this achievement. I had collected 100% of the lockboxes, then went to all 13 clothing stores and bought all clothes, but no achievement popped. I even went back to every store again to double check to make sure I didn't miss anything but I hadn't. I then did a few car theft missions for Tran to save up money, and once I had enough cash I went to the "legendary" clothing store where DLC outfits are located in the Night Market. Once I bought the last outfit from that vendor, the achievement immediately popped.
I did find this odd considering I did already pop the achievement for buying all the cars, and I never bought any of the DLC vehicles. That achievement unlocked right after I purchased the last vehicle from the regular car shops.
I hope this helps if you are having trouble getting this to unlock like I did.

I swear I've bought all the clothes, even the DLC ones and it's still not unlocking. Any one know if this is glitched?

^^^ I had the same, I went back to the stores and wore each item of clothing [again] and it unlocked.

thought i had a glitch when picking up all the lock boxs, thought it didn't count as picked up. Turned out i missed buying from one store three times

Does anyone know where the achete and bruno james clothing stores are at in central area? All im finding is hung joe or whatever its called and checked maps and shows nothing

You also get an outfit from doing the Zodiac mission which is necessary...I had done all the clothing stores including the legendary DLC clothing one in the Night market, and was sitting at 96% completion with everything done except Zodiac...as soon as I started the mission doing the Feature Presentation opening the achievement for Fashion Victim unlocked

Cheva1ier I've not started the Zodiac missions/tournament and I already have the achievement just from buying all the clothes from the stores and the "legendary store". So imho the Zodiac one isn't required unless you missed one somewhere else

Can confirm the Zodiac mission isn't needed. Nor do you have to open every lockbox.
The achievement popped for me when purchasing my final legendary outfit. I hadn't started the Zodiac mission, or opened all of the lockboxes. I'd just made sure I'd purchased all items from the shops and stalls marked on the map before buying the last few legendary outfits I needed.

NB - since unlocking this achievement fairly early, about halfway into my playthrough, I've noticed that I've still been awarded clothing from opening some lockboxes. So they're either duplicates or aren't required for the achievement.

searching the "Jiang shi cap" in the list drove me insane ..
this clothing part belongs to the nightmare dlc and counts for this cheevo.

I popped this without needing the Jiang Shi cap.
As an additional note for people going for this you'll need around $2 million to purchase all clothes, which should be easily achievable.

Anyone else seeing strange things with the list? Like I am missing the Ikoze Type OS... but I have opened all lock boxes according to the game. It also shows the J. Jiggler Canvas Sneakers twice and only one is checked off... and I can't buy them again.

I unlocked this achievement upon reaching 241/243 and was only missing Detective Shen (Complete the game) and Jiang Shi Cap (Complete Nightmare in North Point DLC)

Having only completed the main campaign and the Zodiac mission I am at 230 of 243, 94%. I have opened all the lockboxes. I have not yet played Nightmare in North Point or Year of the Snake.
In the main game there are:
7 clothing shops in North Point (5 in the night market)
6 in Central
1 in Kennedy Town
0 in Aberdeen
Playing both DLC campaigns only seemed to unlock 1 more item, stuck at 231.
This list suggested some of the items I was missing were available in the stores I had already purchased everything from:
