Cracking a safe is picking a locked lockbox. These tend to be near enemies and is done pretty much immediately.
Pick a lock and plant a bug are done in the Listening In mission, after Club Bam Bam and taking down Popstar. In doing this, you'll take over a spy camera for the drug busts.
The last one available is tracking a phone, which occurs during the Hotshot case. Once you triangulate Ace's position and find his location, the achievement pops.
