Unlocked for me well before main quest had finished. Just make sure you attack the side quests especially those marked as a yellow speech bubble on your map and you will have reached Face Level 10 around the halfway mark of the game. Beating all the Martial Arts challenges gives you a fairly large boost towards this as well.
Just a heads up each Face Level gives you in game perks. If you are like me and seek to own everything the game will let you purchase wait until your Face Level is maxed at 10 before going on large shopping spree's. Reaching level 10 will make ALL cars and clothes 40% cheaper to buy. Sure wish I could get my money back
