I spent two hours trying to figure out which lockbox I did not have for this cheevo, and it was the one in Central. I may have just happened to have picked up the one in Aberdeen, not sure, but I wanted to share a pic of where the one that gave me the most trouble is. Just south Of Victoria's peak.

This achievement is acquired by finding and opening all 40 lockboxes in the North Point district.
As most maps I've found online have 1 or more lockboxes missing on them I will include my video guide below that shows a decent path to collecting them all including map locations and contents of each lockbox.
There locations can be unlocked by dating Ilyana later in the game but are available from the beginning unless otherwise stated in the video.

This is more likely not a trick, but a test of attentiveness) - open the map, press square (after a date with Ilyana, as described above) and if you point the pointer at a certain safe, it will give the inscription is either “collected safes” or “safe” and, as you might guess, either you took it or you didn’t. Sometimes with the naked eye, against the background of a gray card, it is difficult to see whether the safe is gray (you collected it), or whether it is white (you did not collect it), so this hint should help you ;-)
