This achievement requires 1/4th of the game's activities to be completed. Now obviously as found in the description this includes all of the main story missions, car/bike races, cop cases (the file markers on the map), favors (speech bubbles), the jobs for Tran and the Roland jobs (orange markers) and the events that can occur randomly within the game itself. However there are some actions that increase completion percentage that aren't listed.
As an example, dating each women (5 in total) counts as a mission, and dating Sandra is required for unlocking two races later. There are also a few random missions that can spawn in certain areas when you drive past (they appear as a yellow circle with an exclamation mark on your minimap. The remake also takes the DLC into account from the original, so the various Cop Jobs as well as the bonus missions (also yellow exclamations) and the Zodiac Tournament also add progression.
