I recommend equipping The Tactical Soldier Pack that comes with the most powerful weapon in the game--the assault rifle with grenade launcher. It's the weapon that is used in The Funeral Mission. Put on the costume, go outside and shoot away. Police will show up on foot and in cars. Fire away and make sure you shoot a tire.

Here is an easy, somewhat cheesy way to pull this one off... play through the game, doing the 'supercar' missions as they unlock until the turret upgrade unlocks. After finishing that mission, stay in the car, nudge a cop car with your supercar, run down a couple pedestrians to immediately raise your level to 2 stars, then activate your turrets and take out the tires of the now pursuing police vehicle. Took me 5 seconds when I tried this approach.
