Since there are solutions that list how to make money and which cars you need to buy, I will only state an easier way to get this achievement and the one listed below:



If you have enough money, save 2 times manually. I did it when I had $3,000,000, which is more then enough to buy the cars and the clothing. I loaded up my first savefile, drove around town and bought every vehicle available in the game. Once my achievement popped, I saved again on the SAME SAVEFILE YOU LOADED BEFORE. I backed out to the main menu and loaded up the second savefile, bought all the clothes and BOOM, 2 achievements knocked out without a lot of effort (fighting, stealing cars, gambling, ...).

These achievements are not needed to unlock any of the following achievements, as I just experienced!






With that noted, buying something does not increase your completion percentage.

At face level 10 you recieve a 40% off of clothes and vehicle purchases. That would be a good time to go to the clothing store in Kennedy Town to purchase the Master Negotiator clothes set which gives a 15% off vehicle purchases.

When buying cars, it will say 40% off on the top of the screen, that is only the bonus from face value, the extra 15% from clothes doesnt show on that top number but the discounts do stack. A quick outfit change confirms.

For example-
Panzer- Face value: 360,000
40% face discount: 216,000
15% clothes+40% face discount: 162,000

Since you still need an unholy amount of money for both clothes and vehicles. I recommend waiting till the end of the game, save up about 3 mil, and create two seperate save files. Play on one and buy allllllll the clothes to get that achievement. Then load save file two with all of your money still there, then go buy the vehicles. Saves a lot of time and hassle.

I waited until I finished the game. Call tran on your phone...steal expensive cars for him. Don't hit anything while bringing it to the garage because it will decrease the money you will receive. After all cars are stolen you'll get an additional 20000. I used all my money and have 400000 left to do nothing with now.

Just an addendum for earning money: Action-Hijacking and returning the Knox Trucks increases from HK$20K to HK$40K per truck after you return a few of them. Those trucks are all over the place, and take less time than a martial arts tournament.

DISCOUNT:
So we all know about the 40% discount when you get face level 10. Which is basically the main goal you want to get first before bothering to buy cars. But you can also get 15% off by buying the Master Negotiator Set. To locate these, go to the Aspirazone in Central. You can locate the shoes and torso in this place. Then head to Salzaus in Kennedy Town (You can take a taxi straight there) and the pants will be located there.
EARNING MONEY:
Do Rolands missions (This will earn you an achievement) And then do trans. Trans' missions require you to steal a car and take it to him in the best condition possible. The better the conidition, the better. You can also get the Knox Trucks which earn you around 20,000 to 40,000 HK Dollars.
