This is unmissable, as far as I am aware. I'm pretty sure it's necessary for the main story-line. But just in case anyone was curious.
There are 4 cases in the game, and they appear on the map as a blue shield. These are given out to you via officer Teng, in which you must basically complete a few missions in an attempt to bring a felon to justice. The First case you come across will concern a drug Dealer named "Popstar". Complete all leads to complete the case and get the achievement.
Lead 1: Will have you beating up some people that owe money to Popstar.
Lead 2: Will have you beating up some guys before hacking a camera. You must then return to your apartment and watch over CCTV and identify the drug dealer. This is similar to the Drug Bust side missions.
Lead 3: This will have you tailing Popstar in a chicken van. Just maintain a medium distance; not too close but not too far, until you reach the docks. Once you reach the docks, you will have to take Pictures of Popstar dealing and also fast talk your way past a guard. Eventually the police will show up and you have to escape from them, just ram them off the road.
Once you've finished all three leads, the case will close and you will get this achievement.

The 3rd part does not appear until after the (Green) Minibus Racket Mission. I thought it had glitched. Just keep clicking Left stick to select the next missions after you complete one

Thank you FoolsAndKings, I would never have known that. I had to do the Stick Up and Delivery mission first which was quite tough, before the Minibus Racket mission appeared. After that it was all straightforward.

Not enough information. The Popstar case consists of three separate missions. The first two are one after another. The third mission will appear a bit later after you complete a couple more traid missions. You'd need to complete all three missions to complete the case and get the achievement.
