Chroma Packs become available after you reach rank 5 of the 7Zee rewards club. The club unlocks on day 7, and each tier will cost progressively more money to unlock for aesthetic upgrades to your farm.
Once you reach rank 5, you will be able to select a color scheme for your house, backpack, and "tech" (the bits surrounding your corrals, gardens, etc). After unlocking the option, there will be a machine next to the door of your house to change these. Simply choose something other than the default for all three and the achievement will pop. You can, of course, change the colors back to default afterwards if you don't like the other options.

when i use the chroma packs, it only changes my house not my backpack and "tech". Any help?

There's three options, you need to change each of them separately. Highlight backpack or tech and change them from there, the same way you did with your house.

In order to change the color schemes of your ranch house, tech, and vac pack you'll need to unlock chroma packs. In order to unlock chroma packs you'll need to get to level 5 of the 7Zee Rewards club. The 7Zee Rewards club doesn't become available until day 7 in game. It will cost 7,750 Newbucks to get to level 5 in the Rewards club.
