Neith is actually REALLY good for this. I got this with her last night on the Joust map. Just play really defensive, and keep your B skill on cooldown for escaped when you get jumped on. Use your ult to pick off people at low health, and don't be afraid to go back to base and heal when you need it. I eneded up 12/0/10 with her like this.
Items you use don't really matter for this. I was using the autobuy to let the computer handle my items so I could just fight. It really helps you though if you get a lot of minion kills during a match so focus on last hitting minions while there's no combat going on. Also don't forget your consumables and the jungle camps. Keep potions on handy to heal (to keep your K/D ratio up), and never underestimate the buff camps. The attack speed and damage camps are especially beneficial to Neith.

I did this with Cupid on Assault. Going with Hunters/mages is really the way to go for the kills, but you must be careful to keep an eye on the deaths. I ended up with 15 kills, 1 death and 25 assists. Also got the achievement for winning with twice as many kills for my team.

Play a god that you are certain you can get a handful of kills with and you know that you can play defensively without having to run in and initiate fights with. Distance mages are perfect for this achievement. Choosing someone like Ah Puch, Nu Wa, Scylla, or Zeus would help you keep some distance but still poke your enemies down.
You can earn this in any game mode but arena or conquest will be the easier options.
