As Mulan, hit 2 enemies with all three strikes of Divine Mastery in a single ability use.
Divine Mastery is Mulan's ultimate ability. It is a three part ability.
When activated, you'll see a large targeter. Activating it again will send you dashing forwards with a sword strike. Any god you hit will be rooted in place (the closer you get get gods rooted together, the better). You'll then have another targeter appear, for your spear strike, which will knock up any enemies you hit, then your grapple to finish off with some damage.
What you need for this achievement is to simultaneously hit two enemy gods with all three strikes. Root two enemies with your sword strike, then spin around, hit both with your spear strike, then hit both with your arrow, all in one use.
You don't have to kill anyone, simply hit them with all three strikes. Some cooldown reduction would be good for this achievement, purely to get you ult off more often, and Arena is the best place to unlock this as enemies often bunch up together,
Dealing damage with any part of this ability gains mastery towards the weapon used, so also helps towards Mulan's other achievement,
