This achievement can be a little misleading, as you have to finish a lap in EXACTLY 1 minute with Clockwork Smurf.
The best way to tell your lap time is to go into any time trial race (preferably a shorter one) race a lap till you are just in front of the finish line, and simply wait till you hit 1 minute on the clock; crossing the line.
