Each requires that you complete at least ten challenges in the previous level, beginning with the saw mill and onward. For example, beating ten challenges in the saw mill level unlocks the cul-de-sac level and ten wins there unlocks he construction site and so on.
Beating 10 challenges in a level unlocks the next level. 10 in each of the first 3 levels will unlock the last. 30 is the minimum if you only beat 10 challenges in each level.

In order to unlock the next level, you need to beat 10 missions on your current level. Basically, beat 10 Saw Mill missions, 10 Cul-de-sac missions, and 10 Construction Site levels. You do NOT need to beat 10 down town levels for the achievement.
