How to unlock the Shoot to thrill achievement in Sniper Elite 3 - Definitive Guide
When you are in the shooting range, the far right position is a "sniper nest" showing three targets down range. You will NOT get the achievement for merely shooting the three targets.
On the wall to your right there is a sign that says "Activieren" with an arrow pointing to a red light. You must shoot the red light first to start the target mechanism. After shooting the red light, targets will begin popping up down range.
It's not too difficult to hit all the targets and get the achievement to pop. They give you plenty of time. I even had one reload and still got it.

To make this even easier, bring a Gewehr 43 in your loadout as this sniper holds 10 bullets in the clip. Now head to the sniper nest and activate the shooting range by shooting the red button to the right.
There are 14 targets you have to hit. Count them out and after shooting the 7th target, immediately reload your weapon as there’s a brief pause before the next target pops up. Doing it this way you should be able to get the achievement on your first try.
If you are doing this DLC in coop and the host or partner did not get the achievement when doing the requirements you will have to do the DLC solo. I was the partner and got all of them but the host did not so they had to play through it by themselves and it worked.
The shooting range is located at the second sniper nest where the “Find the prototype weapon” optional objective is. A rifle with a large capacity, like the Lee-Enfield, is recommended since that will reduce the amount of times you will need to reload. There is a weapons cache in a caged area with a Lee-Enfield available just behind the shooting range if you wish to swap out rifles.
There is a red light on the wall to the right of the sniper nest that you need to shoot to begin the cycle of targets. Once you shoot the light, immediately enter the sniper nest. To beat Raubvogels’s score, all that you need to do is shoot all 14 targets before they disappear. Some targets are farther away than others so you may need to zoom in. Also, staying prone and empting your lungs will help improve accuracy. It appears that targets may stay visible for as long as five seconds, so while you have time, still be quick.
If you miss any targets, just wait until the cycle is complete then shoot the red light again. For the last target, you will enter the bullet cam and the achievement will unlock right after.
