To customise your rifle, select loadout from the main menu, then Y to edit Alpha loadout. From there you want to push Y to edit your rifle.
The first change you can do is to alter the scope. The part for this you will find when searching a body on level one, so you can get this cheivo at the end of level one. To search a body, just hold X over the corpse.

how do i unlock every weapon part?

I think they unlock as you level up, and through searching bodies.
