There will be a ceremony taking place inside the base on the right-hand side. This will be Hitler's third stop after inspecting the U-boat for the first time. The game will notify you when he's in the vicinity.

While Hitler is inspecting the facility, at one point he will attend a ceremony. There will be a giant stone eagle suspended above him when he is on the stage, so just shoot one of the support chains and the eagle will crush him, unlocking the achievement.
