Trip0dT0m's solution was very on point and I like to give him kudos for the video. clap

I want to add a tip on this achievement as well. You can get the achievement not only using TNT (timed setting) and grenades. You can use the Panzerschreck, Neunfaust R1, and mines as well. Just don't shoot the mine just to be safe.

There are 11 snipers scattered around the map, four of which will come out once the primary objective has been completed and you are heading the extraction point.

The following weapons can be used:
  • TNT
  • Teller Mine
  • Stick Grenade
  • S-Mine
  • Trip Wire

All of these can also be added to your item loadout before you start the mission and can be looted. I found the best way was to use Timed TNT and Stick Grenades, as during my playthroughs, the snipers were being stubborn and not moving from their nests even when throwing rocks.

The top half of the map:

From number 8 onwards, these snipers will only spawn once the primary objective has been taken out.

There are 11 snipers in this mission. This achievement requires you to kill all 11 snipers with a stick grenade, TNT, trip mines, S-mines or teller mines. It does not matter if you’ve been sighted or raised an alarm. Once you’ve killed to all 11 snipers, the achievement will unlock. It is recommended that you complete this on a lower difficulty.

Fortunately, each time you play the mission they are in the same location every time. Snipers generally do not reposition themselves from their elevated position, so finding them isn’t difficult. It is recommended that if a sniper sees you first (and you see the glare of their scope), tag them immediately so you don’t lose track of them (in case you are involved with completing an objective and can’t get to them immediately).

Note: The snipers marked #8-11 in the image below do not appear until after you’ve sabotaged the reactor.
