Sniper Elite: Resistance

This might sound obvious, but Ghost Kills are registered when you take down an enemy unaware of your presence. You'll find that pretty much every long-distance sniper kill you rack up will be a Ghost Kill, and if you use a Sound Mask opportunity (spluttering generators, thunder etc.), you stand less of a chance of being detected. Hiding in tall grass and using a silenced pistol with subsonic ammo, or sneaking up on foes and murderising them quietly with a knife is a good way to slip by undetected. Remember to hide bodies in crates, and you'll retain your Ghost status. That said, 250 sounds like a lot, but you can easily do this during a single runthrough of the campaign.
