Rich, Walker This is another optional objective that will crop up on your map, and requires you place a satchel charge on the pump in the dam's pump room to weaken it for a bombing run during Mission 4 'Collision Course'. The objective is marked on your map as a blue diamond and the pump room is in the basement of the marked building. Once you've done what's necessary to cause the dam to crack, this will unlock.

Optional mission on Collision Course. Head to top right of the map, the building to the right of the damn. It's also directly in front of one of the workbenches you need to grab. Plant a satchel and bob's your uncle.
Rich, Walker, and, bLaKgRaVy Note: If playing in co-op, this does not unlock for both players, so create a save beforehand and repeat for the other player.
This is unlocked in Mission 4, ‘Collision Course’. This achievement is tied directly to the mission’s only optional objective, ‘Sabotage the Dam repair’. To complete the objective and unlock this achievement, you need to set and detonate a satchel charge on the dam’s emergency pump.
In the lowest level of the pumping station in the northeastern part of the map, there is one enemy guarding the pump. Kill or knock them out then you will see a locked door. Pick the lock or break it open with bolt cutters, enter the room and on the table will be a satchel charge (this room also has the rifle workbench). Plant the satchel charge on the pump, set the fuse and take cover!
