Best spot to go for this is in mission 4 at the start while going for the “Revered with Rifles” Achievement.
Just load the beginning of the mission and run to the edge of the cliff and make a manual save and then kill the 8 to 10 enemies around the bridge and reload your save.

ASSAULT ON FORT ROUGE is a better mission for "grinding" this out as the enemies are ranging between 150 and 630m , and there's more than 10 roaming around

By the time I'd finished a single run through the campaign, I was nearing 50% of the 100,000 meters, so you might have to replay a few missions or do some sniping in Survival mode or in some of the game's Propaganda sniping challenges to unlock the 'Going the Distance' achievement.
This will likely be the last achievement/you unlock, as it's a fairly lofty target – 100,000 metres is a long way, apparently. This is cumulative between all weapons (not just rifles), although long-distance sniper kills will get you closer to the target much faster.
