Go forward and climb up the lighthouse; stay on top on the left side and aim in the direction where Hitler is. You will find a wooden beam/pillar (see picture), and right next to this pillar stands Hitler. Shoot the centre of the beam with the explosive ammo, and Hitler dies 100% of the time and you get the achievement. (293m kill, 250m required)

Before loading into the mission, make sure to bring Armor Piercing Ammo and a strong scope as we will need it for this strategy. And I recommend playing on the easiest difficulty.
From the start of the mission, climb the tower and head to the front right edge. This will allow us to see our target and his vehicle from here. We then want to load the armor piercing ammo into our rifle and create a manual save that way if we mess up we can quickly reload and try again.
Now, we want to shoot the engine of the vehicle to make it explode. Our target will start running into the open where we can try to hit our shot. Luckily, if we miss, he will usually stop running and crouch in position making our follow up shot much easier for this achievement.

This can be tricky, as locating Hitler in the first place isn't that easy. He's filming some propaganda in the nearby studio, between the two big chimney stacks, but if you think you can just scope him out with the binoculars, you're mistaken. Once you've spotted him, it's then a case of finding a nice vantage point that's far enough away to kill him from. Obviously, a sniper nest, balcony, or precipice.
There's a fairly reliable method you can adopt form the lighthouse entry point. If you look towards the film studio, over to the right, you should be able to spot Hitler's car. If you destroy it with armour-piercing ammo, Hitler should come out to inspect the flaming wreckage of his automobile. This is your window to shoot him and bag this achievement.
