The French Resistance Gnome is located in Mission 4 - Collision Course on the train tracks in the center of the map (see picture)
Go to the location, you will find the gnome in one of the lower holes in the bridge railing and position yourself so that you and the gnome are together in one picture when you open the photo mode. As soon as you open photo mode, the achievement will be unlocked.

Mission 4: Collision Course
The resistance gnome can be found on mission 4 in the center of the train bridge in the middle of the map. Now we just need to head to the center of the bridge to find it and open photo mode from the pause menu with our character and gnome on screen to pop the achievement. Just be careful not to aggro the tank and the gunner in the bunker on the other side of this bridge.

You'd think this would be hanging out with the other gnomes around the chateau in Mission 7, but nope. It's to be found in Mission 4, 'Collision Course', hanging out in a little nook in the middle of a railway bridge. Find the little bugger and take a screenshot with him to unlock this.
