Your counter will naturally go up as you're playing through the campaign.
If you have already beaten the game, turn off tutorials in the Options menu and load up Prologue again. You'll start right at the point of where I'd say is the easiest to boost this.
As soon as the level starts, shoot the Russian Handler on the left. (You can skip the dialogue)
The target, Von Heisenberg, will look around briefly, draw a pistol, then hide behind the pillar. Wait until he begins running off to the right towards the jeep and press
to focus time. Take the shot while he is running and as soon as the bullet animation finishes, you will get "Moving Target Kill". Simply restart the level and you'll be at exactly the same spot as you were before you took the shot. Repeat until the achievement pops.
Occasionally, you'll get a reminder show up on the screen with how many you have done, but you can find out how many you have done anytime by going into Extras > Career Stats in the main menu.

Seems to be the point of pulling the trigger registers the moving snipe as that's when it popped for me. Great guide though. Thanks for the solution.

One small note to those who don't know why they are failing their goals. They must be in motion and killed by using a scope in a sniper rifle.

Note: Only scoped kills count towards this achievement.

A moving target is an enemy that is running in any direction, usually looking for cover. Note that they have to be running and not walking a patrol or moving while shooting at you.
