The challenge can be found by going to Single Player > Challenges > The Landwehr Canal.
In order to get this achievement, you'll need to wait until all 3 commanders come to a standstill inside the command centre. They will get out of a vehicle and walk over to a tent on the far side of the map and stay there for a little while. Don't be tempted to shoot the red explosive barrel inside and take them out. They will begin walking again towards your position and enter the building below you.

You can find The Landwehr Canal mission in the main menu under the point challenges.
You should do this achievement together with the 'Watchment' achievement
The Watchmen achievement in Sniper Elite V2 Remastered worth 30 pointsEliminate all 5 Snipers watching the meeting point on The Landwehr Canal without them spotting you
because the 5 snipers are on your way to the meeting point of the 3 commanders and honestly the 5 snipers will detect you.
If you reach (undetected) the meeting point wait until all 3 commanders enter the command centre. This is gonna take a while (ca 5 minutes). You can speed up it if you shoot with your Welrod beside the generals after that they will running into the command centre in a short time period.

Note: It is possible to unlock this achievement and Watchmen (10G) in the same playthrough.
To play this mission: Single Player > Challenge > The Landwehr Canal. Note that you cannot play this mission in co-op. It is recommended that you select the Welrod in your loadout before attempting this achievement.
You can change the difficulty to Custom and it will not void the achievement since this mission is not considered a part of the main campaign. Recommended settings are:
When the three commanders show up, they will (slowly) enter the building on the ground level. Follow their yellow icons, and when all three are below where you're waiting, walk through the doorway behind you and drop down through the broken floor. There will be a door with a satchel charge icon on it. Hold
to place the charge and back up. When the door blows, the achievement will unlock.
Refer to Watchmen (10G) for a video showing how to unlock this.
