This Achievement is called "Nemesis"

You get this achievement in the last mission "No loose ends" with your final shot in the game, when you kill Maddox.

In this video you will unlock both Nemesis and Laugh This Off, video will give you the locations of all targets and Maddox, easiest way is to play on Casual as you'll have the aim assist for the one shot one kill

This is a story related trophy and is un-missable. For more information please see below:

This is at the very end of the game, and Maddox is essentially the final boss as he is trying to snipe you while you are trying to snipe him. There is a horizontal structure ahead of you, and Maddox likes to “teleport” between the windows where you can get a shot off on him. You’re going to need to use to kill him as he moves way too fast otherwise. Once he’s dead, the trophy will pop.

This is done at the very end of Act 3 Mission 4. Successfully take out Maddox with your sniper rifle.
