This description is wrong, and is actually obtained by tagging 30 enemies with tagging bullets.
Tagging bullets can be crafted at your workbench in your safe house. Easiest way to get this is to go to an area with a lot of enemies and shoot these tagging bullets near them. Do not hit them with the tagging bullet or get too close. The range on them is pretty good, so use a wall on the side of a building, etc.
After you tag 30 enemies, this trophy will unlock.
