Absolutely follow the other guides for this achievement as it makes it a lot easier.
If however, like myself, you already had the vehicles repaired, an alternative solution is to get a truck with a telescopic crane, lift up any of the scout vehicles (I used the Chevrolet Kodiak C70) and drop it, trying to land on a wheel. Eventually all the wheels will be broken.
Then recover the truck with the crane on it, put a repair unit on it and fix all the damage EXCEPT the tires on the scout vehicle. Swap to the scout vehicle and drive around for 1km (I just drove in circles beside the garage, took less than 5 minutes).

This was the best solution for me, thanks. Don't make the same mistake I did though and go for a little drive and accidentally drive straight into a service hub!

For this achievement, I brought two trucks. One was equipped with a crane, the other was equipped with a repair tool container and a fuel trailer.
Got them both using the convoy and went to the Black River map in Michigan to rescue the drowned Chevrolet Kodiak C70. It's located more to the North region of the map, near a deserted loading area with oval road layout. The Kodiak is completely destroyed, with four flat tires.
First, I pulled the Chevy from the water using the crane truck. The Kodiak then becomes available for you to use.
Afterwards, you can repair and refuel the Kodiak with the accessories and fuel tank equipment you've brought with the other truck.
Important: Make sure to repair the tank first before refueling if, because otherwise, all gasoline will leak from the tank again.
Repair the Chevy Kodiak completely but do NOT repair the tires!
Once the Kodiak is fit for duty, enter the truck and head south. There is a concrete highway street (if you're unsure, complete the task "Road Block" first to free the street from rubble), which has the perfect underground for the Kodiak.

On Black River, when you find the very first garage, there is an International 2070 sitting there, ON 10 FLAT TIRES!
There is also a service trailer parked there. Pull it over to the 2070, repair everything except the wheels. Transfer some fuel from your GMC, and take off driving on your flat tires.
If you just head back the way you came, the achievement will pop before you even get back to the bridge you repaired.
Piece of cake...

This can be very easy, or very annoying trophy if you don't use the right spot to get it. As part of your early Contracts/Tasks in Michigan, you will have to recover a Fleetstar F2070A. DO NOT recover it to the garage as soon as you unlock it (this will repair it & we don't want that for now). Use the service add-on or a service trailer to manually repair everything on the truck EXCEPT FOR THE WHEELS. There will be a lot of tarmac around the parking, so drive the (un)repaired truck around in circles until the trophy pops.
If you miss this, there will be a similar task to do in Taymyr with a small scout vehicle (TUZ 166).

Everything is much simpler and you don’t need to look for dead cars or friends online. You buy a scout and a crane (large), lift it to the maximum height 5 times and throw it, and so on until all the wheels burst.
