This is really simple after you've unlocked the Smithville Dam garage in Michigan.
From the Smithville garage, take out a truck and a scout vehicle of your choice. Winch them together, and drive your two-vehicle convoy into the nearby tunnel for Black River. Once there, get into your scout vehicle, and ram it head-on into any trees and light poles nearby. The engine will sputter, backfire, and eventually you'll get the 'The engine is broken' message. Now winch the scout vehicle to your truck and drive back through the tunnel and into the Smithville Dam garage.

There's a small lake/pond near the tunnel entrance, you can drown your scout so it's engine gets broken and then winch it up into Smithville Dam's garage. That works too.

. After pulling scout from the lake, just tow it to the nearby exit to Smithville Dam & you will be right near the garage. Tow scout to the entry zone of a garage (yellow outline), switch to it & manually enter the garage with
