I did this on the Black River Michigan map with the very first car you get, the Chevrolet CK1500, and used a complete road setup with no snorkel. This is important, so the car can be drowned. Once the engine soaks up the water, it dies down and is broken from then on.
As the „rescue truck“, I used the International PayStar 5070 and outfitted it with the big red crane (the PC-320 Heavy Crane) which becomes available at level 6.
Get both vehicles into a convoy using the winch and lead them to the highway passing which leads from the starting area to the first gas station (southwestern part of the map). There is a provisional road block with a small detour to the left, because water runs over the street further down to the right side. The water there is deeply enough in some areas so try to "drown" the Chevy there. After it‘s dead in the water, use the International PayStar and get close to it.
Because of the concrete underground, it has very stable terrain for extending the anchors. (since the scout truck is very light, it's unlikely to topple over the truck with the crane)
Simply attach the crane to the Chevy to lift it out of the water. (I recommend the anchor point on the bumper to prevent it from toppling over)
The achievement pops immediately after the truck is pulled a meter or two from the river.
You can also get the „Convoy“ achievement right afterwards for pulling a vehicle with a broken engine with a winch from one map to another (simply go to the Smithville Dam map) and put in into the garage there, close to the entrance of the level.

You can also do this with the small crane.
On Michigan, Smithville Dam map. I towed a Chevrolet CK1500 behind my International Paystar 5070 with the LC 3.8 Loading Crane addon to the wooden bridge crossing by the Dam, drove CK1500 into the water until engine broke.
Used small crane to pull it towards me then lift it a little out of the water, achievement popped.

Easy. Just take any small, scout vehicle and drive into the water until the engine stalls from sucking in water. Then pull it out of the water with any big truck equipped with a Heavy Crane. It's a good idea to combine this with the Convoy 
trophy to hit 2 birds with one stone. There's a great spot for this on the Black River map; go to the North-West corner and there's a small lake near the exit to Smithville Dam. Use it to drown the scout there.
