How to unlock the Western Wind achievement in SnowRunner - Definitive Guide
Not really a guide, but a walkthrough how I do it.
The Taymyr region is my last region to complete in the game. Michigan and Alaska were completely finished, so all upgrades for the Pacific P12 were present at the time of moving to Russia.
The P12 is a really good offroad truck and very capable as one of the few American models to deal with the harsh surroundings of the Russian woodlands, especially with the deep mud.
The P12 has no level restriction, costs 126,600 credits and can be bought in Michigan or Alaskan garages.
I did two main missions in the Drowned Lands region called "Radioactive Fossils" (also granting you one unique cargo which must be picked up from the sunken warehouse in the southern region of Drowned Lands) and "Circle of Cargo". Both can be found in the contracts tab under "VORONOE 12".
While I used a large crane on the truck and the ramped cargo trailer for four pieces in the first part of the mission to deliver it to the railway yard (it got me four of the ten pieces), I only used a small flatbed trailer and a gas tank on the truck itself for the second part of the "Radioactive fossils" mission. After delivery to the factory, there were only four more pieces of cargo left.
The missions were quite straightforward and by delivering the second set of cargoes (2x Cement from the railway station to the saw mill, and 2x Wooden Planks from the saw mill to the factory) in the "Cycle of cargo" mission, the achievement pops.
This is only one way of doing it but works fine.

You can, of course, feel free to collect any cargo with other trucks and just hand it over to the Pacific P12 before delivering to the final destination.
If you feel that the P12 is incabable of handling the harsh Russian environments (maybe due to missing upgrades on the truck itself), feel free to use the trucks of your choice for the missions.
Just make sure to hand in the cargo with the P12.
In a retrospective, the fully upgraded P12 is a very capable vehicle later on in the game and can definitely handle Taymyr. Slow movement is the key to success, anyway.

Great solution, but wow was that thing top-heavy and prone to rollover with the crane on it. Definitely tested my patience, and I was glad to be rid of it when the Achievement popped.

First of all, thanks for your opinion on the truck. And also for not downvoting on the solution. As initially stated, this was rather a walkthrough than a guide, because there exist a lot of possibilities to achieve the goal.
From the description, it appears to me that you’re only using a stock P12 without any upgrades. In that respect, I totally agree with you that it’s hardly usable and drinks fuel like an alcoholic.
Once the P12 is fully upgraded, however, there is a good chance that the P12 is one of the few American trucks which can handle the harsh environment of Taymyr quite well. Yes, it struggles with deep mud, especially in the southern areas of Drowned Lands, or the southern parts of Quarry, but other than that, it handles pretty well.
I used this truck later on in the game, especially on the really difficult Kola Peninsula maps Imandra and Lake Kovd. A lot of Russian trucks failed me there.
I therefore highly recommend that you return to Alaska and upgrade the P12 before heading to Russia. You won’t regret it.

This vehicle is one capable beast of a truck. Just equip some serious mud tires & you're all good. You will need to buy it yourself and it's not exactly one of the cheapest trucks, but it's worth the money & it will be useful on many occasions later on.
Mind that 10 cargoes are literally what it means; size does not matter, so if you deliver 4 small cargoes that take 1 slot & 1 big cargo that fills the entire trailer with 4 slots, that will still count as 5 cargoes delivered overall.
