To unlock both gates at Volcano's entrance you need two keycards. These are essentially story-related and cannot be missed.
You will get one by defeating the final boss of the mine in Chapter VIII and the other by defeating the final boss of Skyraft in Chapter VIII.
When you return to Volcano's entrance and approach the doors, you will automatically use the keycard and the doors will unlock allowing you to continue.
