In order to be able to access Chrono Castle XI, you will first need a certain amount of MEs. I'm not sure the exact amount, but I was able to access the level after collecting all the MEs from the first 3 worlds.
The premise of level XI is a simple one: use bouncy blue platforms to jump up to higher platforms, and then use that new height to jump even higher on the bouncy platform.
As you go through the level, you will clearly see the coin bubbles and they are very simple to collect. No tricky platforming required.
The achievement will unlock after collecting both coins and finishing the level.

The limiting factor is coins collected from previous levels, not the number of Me.

Can confirm it is number of MEs (not quite sure the exact amount either). I didn't even play any of the other Chrono Castle levels before trying this. Thanks for the solution!

Just to add to the other solutions:
I can confirm that you can still get this achievement if you have already gotten the coins on separate runs. As long as you hit both bubbles on a single run, you will get the achievement, regardless of whether they have coins inside them or not.

Just to add on. You have to collect both bubbles on a single run. You can't collect one on each run as it won't count even though you have all the coins.

In level XI of the Chrono Castle, you must collect both of the coins at the same time (doing them one at a time will not get you the achievement). See "Impossible" for a collectibles guide.
