This is story related. You can get this after you've assembled your GoalBall team. Owner Bob will ask you to meet him at the Soccer Pitch (field). He tells you that you need to learn control to recruit your team's animal leader. He then gives you the Controlled Shot Boots.
You'll then be told how to aim your shots with
and 
and you'll have to use that aiming to hit 4 sets of 4 drone targets. After that, you'll talk to Owner Bob again and the achievement will pop.

This games achievements have been so buggy for me. First the drone achievement had took three times and now this one didn't pop.
