First chance you get, upgrade your secondary only once. Wait until you get to the station and upgrade your primary twice and your secondary once. The achievement will pop.

If I may suggest a slight edit to this solution, so it's easier to follow.
After a mission the ship enters a dock or garage (or similar), and this achievement unlocks during your 3rd visit of such a garage. So here we go:
1st visit (in the city): all you can do is purchase a 2nd weapon. Do so.
2nd visit (in the city): upgrade your 2nd weapon once
3rd visit (space station): upgrade 2nd weapon once and primary twice -> this unlocks the achievement.

Is there any issues with these achievements? This did not unlock for me and this dumb game has no way to go back to that hub without starting the whole game again. I swear half of the games released have achievement related issues...in 2020!!!!
