You have to unlock all 4 dialogue choices. 2 you get by default, 1 you get by reading the note of the bandit captain before entering the lava area and 1 you get by finding the a hidden cove in the lava area. The 2nd one is the actually hard to find, it's from the South Duct (fast travel point) straight to the west. The entrance is a crawl space south of it, but clicking inside should make your characters find it anyway.

Since the other guy couldn't be bothered to mention the unmarked quest that leads to the bandits, you can pick it up from the citizen npc at the bottom of the elevator in Low City during the Central Clans quest chain.

You need to gather 4 arguments. Take the bandit letter from the corpse of the bandit leader (proves collusion), find clandestine lavs siphon in a hidden room, finish the sefondary quest (proves indifference towards Soraks), reset the lava flow (proves negligence in duties).
