This Achievement is only unlockable on PC as of Jan 2023. There is currently no campaign builder support on Xbox. While this isn't ideal if you are playing the game through GamePass Ultimate than you should be able to access the PC version for free as well using the Xbox app on PC. The Achievement popped for me as soon as I clicked 'Add Location' within the New Campaign screen.

From the main menu select Dungeon Maker, and after that click the New Location button, which should unlock the cheevo.
