Follow the Forge questline and you'll need to repair the mana generators in the Complex. There are two items you need to repair the generators. The first is in the corner of one of the generator rooms, the second is in a cell next to Sitenero. Go back to the throne room in the city to take care of Orenetis and get the sceptre that will allow you to leave the valley.

Just FYI this would not unlock during the People's ending, even though I had fulfilled all the conditions of handing it over other than killing Orenetis, which seems to be pivotal to unlocking it.
When I then loaded my save and did the Mask ending, this achievement unlocked in conjunction with it. Can't say what other endings it works with but it doesn't with the People and does with the Mask.
