Each of the 340 levels has 3 stars. That is a total of 1020 stars. You need to get 25% of them (255) to get this. Remember, boards are randomly generated, even when you repeat levels. Nevertheless, there are a few options available to you as you go for this.

Option 1: Get only one star in 255 levels. This is doable but it is likely that you will get two or three stars each in earlier levels. As such, you will hit the 255-star mark before reaching Level 255.
Option 2: Mix it up. This is more the likely way. As explained above, there will be times when you get good levels that will allow you to get two to three stars in a level. This will come as you play.
Option 3: Get 3 stars in each level. This is tough as you will have to repeat some (or many) levels to get three stars in them. It can be annoying at times because you wouldn't always get those good boards to help you. Taking this way will cause you to get 255 stars as early as Level 85. My advice is that you stock up on sufficient coins to buy wild cards and clover boosters. I identified the money levels in some of the groups. See other guides. When I find the money levels in each group, I will put them all here for easier viewing.

There is a glitch that I want to point out. If you finish a level and got the Level and Streak stars before the Time star, repeating the level and getting the time star does not update the star meter for that level group. Nor do you see the third star on the pot. There is a way to get around that. Follow the steps below:

1. After finishing the level (in which you get the time star after the first two) and returning to the group level selection screen (flowerpots screen), click on the home button.
2. Click on the flower group with the level in question to pull it up again.
3. Repeat the steps a second time.

By doing that, the counter will be updated, and all three stars will light up on the pot of the level in question. Note: This does not work with the final level in each group. Instead, you will have to get all three stars at the same time in these levels when you redo them.

There is no need to switch level groups to trigger an update counter.
