This is unlocked by reaching 10% Game Completion.
You can check your game completion by pressing the Y button on the main menu.
The things that contribute to game completion are:
- World Tour Stars
- Characters Unlocked
- GP Wins
- Staff Ghosts Beaten
- Stickers Collected
- Mods Earned
When I unlocked this I had around 30 stars unlocked and had levelled up and unlocked a few characters.

This achievement will pop when you have achieved a 10% completion percentage. I recommend playing through the campaign as it popped for me when I got around 30 stars. Other contributions to the percentage include Grand Prix wins and unlocking Stickers.

This should be earned within the first hour of booting up Sonic All-Stars. Very simple to obtain just win a few world tour matches and it's yours.
