You need to reach an overall game completion percentage of 70% to unlock the Star License. You earn % in many ways through playing the game such as earning stars in the world tour, unlocking characters, winning gran prix races, beating staff ghost times in time trials, unlocking stickers, leveling up characters and unlocking kart mods.
Focus first on completing as much of the the world tour mode as you can as that will contribute a lot of %. Then focus on beating at least all of the medium staff ghosts and the majority of hard staff ghosts in time trial mode. Then finish up with winning all the gran prix cups on at least easy. If you still need more %, keep playing and winning gran prix on harder difficulty levels.

This one will take a while to get. I managed to obtain this when I had completed most of the world tour and most of the Grand Prix. When you unlock this you'll realize how close you are to the end. Don't give up!
