How to unlock the All Stages Clear! achievement in Sonic CD - Definitive Guide

You will earn this after completing Metallic Madness stage 3. It will pop just after you unlock the achievement for beating Eggman's final machine. Hope this helped if you were unsure.

I tried doing that on Sonic CD Mobile for Android & IOS. I use someone else's complete or used save file & the achievement still hasn't unlocked for me. When unlocking this, do I have to collect Time Stones and/or Destroy all the robot transporters & Metal Sonic Holograms in the past?

This achievement will automatically unlock after you finish Metallic Madness Zone 3.
