There are two places in the game where you can get this.
1) Palmtree Panic Act 1
In the final stretch of land before you hit the goal post, you can find Amy waiting for you. If you stand still and let her come near you, she'll hug you and you'll get your achievement. This must be done in the Present, as Amy is not there in the Past, Bad Future, or Good Future. Also, make sure you don't have a shield on. If you do, Amy won't be able to hug you.
2) Stardust Speedway Act 3
This is much later in the game and is not missable. Right after you win the race against Metal Sonic, instead of the capsule you normally hit to free the animals and end the stage, you find Amy tied up. Jump up and hit Amy to untie her. She'll drop down, hug you, and the stage will end.
Your achievement will unlock the moment she hugs you. Good luck!

Got it in the first level and had a shield on at the time so that will not stop her from giving sonic a hug.

This one is unavoidable at the end of Stardust Speedway 3. Amy replaces the ending capsule and hugs you. It basically doesn't matter how well you do throughout the race, as long as you peel out into the final straight and beat Metal Sonic there.

If you look closely, Sonic's tapping his foot impatiently. I'm willing to bet it's in annoyance of the hug. ;-)

This achievement is automatically obtained at the end of Stardust Speedway Zone 3.

In Palmtree Panic Zone Act 1, if you get near the goal while in the present Amy will run up and try to hug you. Let her do so. If you miss this, then after the Stardust Speedway Act 3 race with Metal Sonic the only way to complete the level is to have Amy hug you.
